Do I need to explain “Widget”?

I say “Widget” because WordPress Admin Dashboard does.  Reviewing this may explain why the post looks the way it does.

This link describes the difference between (<~~cool website) “Widgets” and “Apps” — in reference more to cell phones but still helpful. The word “widget” in general seems to mean a “sort of thingie which can be interchanged with other thingies in our manufacturing or assembly process.”

This post was promised earlier in a sort of mini-series of posts published in early May, 2019. It has been referenced in some of them.  Here’s that follow-through.

What’s ARKANSAS** got to do with H.Con.Res.72? (Passed 2018, U.S. Congress Senses that State Courts Sorta Oughter Better Prioritize Child Safety in (and IMPROVE) Custody and Visitation Adjudications) (Published May 26, 2019]. ” (-9Ot)

(Short-link ends “-9Ot”, initial words under 4,000; post started Apr. 29, 2019. Middle character of that shortlink is a capital “O” as in Ohio, not a zero as in “0” ) ….By Day Two (especially once I got into the Urban Land Institute’s relationship to this situation) it’s over twice that, about 10,000 words, including a footnote and all image captions, all post titles, of course.

My revision history shows last viewed or saved May 19, then May 1, except now (May 26) adding a PREFACE with (1) a short section with link to some my previous statements why I as a domestic violence and family court survivor (and mother) oppose H.Con.Res.72, and the people who have let Congress off so easily without exposing the networked interests in waging continued war against women and for men, classic “divide-and-conquer” methodology, to the point that no one, essentially, seems to be following the accounting trails, structured similarly, funding both sides of that “war.” (2) some connecting comments (that happen to relate to more recent examples I’ve seen) and (3) what I consider related, a section on BCCI, seeing as this topic includes a state where that played a key role in the 1970s, 1980s, and 1990s — and in who’s been U.S. Presidents since.

Today’s PREFACE is about one-quarter of the total post written almost a month earlier. At that time, I drilled down only until bogged down on the subject matter of the post title: “What’s ARKANSAS got to do with it?” Overall, not just in this region, the situation is disturbing and alarming.

What’s such a powerful person** with Clinton Administration connections (like his father) doing on the board of such a tiny nonprofit (and if the topic is that important, why is it so tiny — and why is its own website so incomplete? (Naming only one of two related entities that are obviously connected — as a look at tax returns quickly shows)…  [**Nelson Edward Peacock]. [<~~ that ‘Legistorm’ bio includes Congressional and Lobbyist Involvements, including for (I just noticed) “BSNF Railways” in 28 states and three Canadian provinces; just bought by, or became a subsidiary of, Berkshire Hathaway (Warren Buffett) in 2010] What’s with the Wal-Mart heirs in that area seeking to regionalize it across the state border by way of the Urban Land Institute and other public/private projects which just cannot be tracked, really, although they certainly can be advertised.

(3) Seeks to create more specialized professionals and pay or incentivize them with more public funds to detect and address abuse (see annotated image below).  As did the Family Court Enhancement Project already….

(4) Continues an existing uniform, unilateral derailment of any purposeful consideration of the economics | built-in-by-design conflicts of interest typical of a typical family court jurisdiction.

What’s here below was originally an insert or aside.  At the bottom here, I again provide the link to both the page and my post introducing the page.  I hope readers will go back and read both if they haven’t yet.


There are reasons we are continuing to have “family court fiascoes” and destructions of household wealth generation after generation by way of prolonged litigation IN these courts.

Why not take a closer look at how they were assembled, systematically, in recent decades (generation or so) and the pieces from which the parts comprise the whole, or the engine, chassis, fuel, guidance system, [I’m no auto mechanic, but consider the essential parts — and the roads as part of the infrastructure too] and ensuring a constant stream of passengers, with “no stone left unturned” and no child, or life, left unscathed….?]   That’s what I tend to do, when not speaking personally..take closer looks.  Lots of them.

Exactly one week later, in fact another historic (but not “holy”!) day in recent history, I was still working on both post and page, as I was over Labor Day weekend, a major US holiday from September 2, 3, and (Monday) Sept. 4, 2017,* through to that day, Sept. 11, 2017

{*The aside added for  international visitors to the blog.  I don’t know all their national holidays, and they might not know all ours, either. While this blog covers some international issues because it covers private associations dealing with US courts — many of which make sure to advertise that they have an international membership— FamilyCourtMatters still primarily addressed to people dealing with Life In The USA… because the courts here are tax-supported and public institutions in every state, and in territories, of the USA.  We pay plenty for them, while we also through our system here (as to the income tax, corporate taxes, and tax-exemptions) sponsor, incubate, and overall, encourage the formation of tax-exempt corporations to fix whatever national, state, or local governments omit, forgot, or “got wrong..”}

BELOW HERE (within this blue box) is “Soap Box” talk on public vs. private.  If you “get this,” skip it this time. If you don’t, please consider the stakes are high in blurring one with another, which is a known practice and agenda now commonplace in the country (and not USA only).

These tax-exempt and other corporations can legally register as domiciled in one place, but operate and influence operations across state and national lines.  But the family courts regulating life within the states are subject to state legislatures for individuals once they obtain jurisdiction over a case — and through that, the family members involved — do not have innate jurisdiction over people outside the state except as related to something anchored in it. There’s a division, in other words, between jurisdictions within states, and federal. What I’m saying here – it seems to take corporations to overcome legal boundaries to representative government at the state level — and that seems to be the intent and purpose of a variety of such corporations who would rather “legislate” or at least influence, rule, and have power, over whole regions, or nations, at a time, and the streamlined ability to also influence legislation in multiple jurisdictions without having to fight it locally, place by place — and deal “face to face” with those who might, were they aware of the purposes — have cause to oppose them.  (See “Big Seven Associations” and/or the variety of “Do You Know Your NGA, NCSC” etc. posts I’ve written within the last year, or maybe two.. for how this seems to work when those on the private corporations ALSO hold public office, either concurrently, or in revolving-door fashion, recently…


{{As I understand it, there ARE no “regional governments” under the US Constitution, that I’m aware of. Some people have a problem with that (search “functionalism” on this blog for more info), and want it changed. The more and more functions that can be “outsourced” to regionally organized private-sector organizations (or JPA’s — Joint Powers Authorities) — the less and less individually responsive less-than-regional governments become.  They feel the pressure and appreciate the prestige of “belonging” as evidence of good governmental behavior.   

Sure, federal government’s Executive Branch Departments (like HHS, which was formerly — taken together with the part that split off, the Dept. of Education and any other — “HEW”) organize operationally by regions (cross-state lines), as do Districts of the Federal Court system yes — but even those are not independent government entities.

To organize legally cross-jurisdiction WITHIN government here, one must either be anchored in some part which IS either federal  OR state, i.e. be state government or something underneath it– or simply be a corporation, including tax-exempt ones.  Joint Power Authorities such as I’ve been blogging, like WestED, SWRL, or FWL (Far West Labs, South West Regional Labs — subject matter, education) still must anchor with a state domicile.  WestED’s state domicile, so far as I know, is in California, although other states are spanned in its OPERATIONS (shared programming).}}

That’s why, at a time when “Public/Private Partnerships” (or, strategic operating relationships in the forms of Memos of Understanding — one shown below here as to CENIC and California’s HighSpeedRail Authority) are MOST popular with those already in power — we really should be able to tell the difference between that which is public — and its LEGAL power over individuals, including the power to tax, incarcerate, seize assets, seize children, etc. — and that which is NOT public, over which when we are not consumers of the product or entering into conscious contracts with the corporations, we don’t have many real rights.  So government uses corporate to cross jurisdictions, and to (as privatized) avoid full responsibility for its actions, and streamline (efficiency) and corporate uses government to encourage conditions it finds conducive to operations and bottom-line profits.  This may or may not include the public interest or health; it depends on the situation.   [[end of “SoapBox” commentary.]]

Personal timing & publication dates:

The weeks between Sept. 11 and now (early October, 2017), I was working again on some personal writing for an ongoing situation, which was because of its nature and, shall I say, “tenacity,” triggering PTSD and some deep, deep considerations about how far I should or dare take the push for justice in that situation and with these particular individuals who have gained a legal inroad into my life recently, caused damages, and then inflicted further distress through minimizing/dismissing the same.  Classic gaslighting and strategy for controlling personalities and/or abusers.

In “About Holidays,”  I also speak about some of the long-term tenacity of the prior personal situations, without naming names — because the names aren’t the point.  The patterns are.  I realize this type of communication is anecdotal, and speaking about it here is for general info.; expressive, not presented as a basis for policy.

When that communication (or at least the initial stage of it) Sept.11 / end of Sept. was handled (or, at least, delivered) I worked again diligently to update this post’s Table of Contents page, a project I am finally, for the most part, satisfied with (for now) and which led to more fascinating subject matter to research, involving consolidation of telecommunications (broad-band-providing) companies servicing government entities (like schools, public and private universities and research institutes), and such.**

**[Corporation for Education Network Initiatives in California, “CENIC.org”; its network “CalREN,” and as it’s a membership association, one of its Auxiliary Associate members (in fact the only one currently) “City of Hope” (hospital, institute, development corporation, foundation all inter-related) and dark-fiber network subcontractor, “Level 3 Communications” with its own fascinating history, intersecting with some of the giant telecommunications providers (esp. broadband) mergers of the turn of the century — and its predecessor entity “Kiewit Diversified Group,” which came out of Peter Kiewit & Sons (or similar name), the construction industry.  This is basic communications history in the US, and fascinating.  It also speaks to the access to high-quality internet capacity and speed of higher education institutions (membership to CENIC or groups like it) vs. the average person, who is the subject matter of so many of the programs, including the social science R&D, federal designer family, poverty research, behavioral mod etc. — while when working as employees, contributing to support the same infrastructure financially based on the trickle-down premise.

Californians are aware of longstanding plans, highly political in nature, for a high-speed physical, commuter (to carry human beings!) rail system connecting Northern Cal. to SoCal (take another look at the map of the USA and see — that’s a good distance!).

So, it looks like CalREN’s (CENIC’s network name) involvement with this high-speed rail project may result in communities along the intended route getting an upgrade to their free? Broadband service.  Amazingly, the researchers figured out that poorer, less-educated people living in rural areas are less likely to have internet connections –aren’t they smart?  Courtesy “California Emerging Technologies Fund” field research poll, I see.  

CENIC article referencing Calif. HighSpeed Rail Authority (a gov’t entity) plans to make broadband communities. CENIC is private nonprofit, so that’s another Public/private partnership, assuming it goes through.

“SACRAMENTO, Calif. – Today, the California High-Speed Rail Authority (Authority) and the Corporation for Education Networking Initiatives in California (CENIC) announced that they have entered into a Memorandum of Understanding that will foster initiatives to expand the availability and accessibility of high-capacity broadband to communities and institutions throughout California.

“As a part of the high-speed rail system corridor, the Authority and CENIC will create an ultra-fast broadband network, connecting into CENIC’s statewide research and education network, as well as to other public and private sector broadband networks.

This new network will provide needed connectivity for communities located near the high-speed rail system starting in the Central Valley,” said Authority Chief Executive Officer Jeff Morales.  “This partnership and new network will advance economic development and public benefit while generating ancillary revenue for the high-speed rail program,” said Morales.

According to a recent Field Research Corporation Poll, conducted for the California Emerging Technology Fund, the lowest income, least educated, and most rural Californians are living without this reliable internet access. {{Theoretically, and probably…}} This investment in broadband connectivity will allow these communities access the educational, employment, healthcare, and civic engagement opportunities that lead to greater economic opportunities and to a better quality of life.”


In general, the HSR will connect Los Angeles to San Francisco at 200mph or in about 3 hours by (2025?  see info).  Another phrase that comes up is “Silicon Valley to Central Valley” with Central Valley being an area where unemployment (and poverty) are high.  I see from HSR website that ARRA funds were involved:

SACRAMENTO, Calif. –The California High-Speed Rail Authority today announced it has met federal American Recovery and Reinvestment Act (ARRA) of 2009 requirements by fully investing the more than $2.55 billion granted to the State since 2009 to build the nation’s first high-speed rail system. These funds have helped to create thousands of new jobs and generated approximately $4 billion in economic activity in the Central Valley and across California. Wow.  I remember where I was in high-employment area SF Bay Area in 2009, after child-stealing events, retroactive reduction of child support arrears owed, dramatic curtailment of my own work as I went repeatedly to court in an attempt to resolve the household who stole the kids’ reluctance to comply with court orders granting me:  visitation, or even at its lowest point, weekly phone calls placed by the children (after my attempts to reach them weekly went unanswered time after time), and by 2009 I had not one job in the profession left.  No one in the agencies or law enforcement seemed to care about enforcing any court orders which would mitigate the situation, and I was running out of the wherewithal to keep coming back to court (let alone even get TO the courthouse) time and again.  During that time I had not yet “figured out” what I have since (on this blog) regarding potential financial DISincentives for continuing any government OR nonprofit advocacy group, i.e., the whole systems, to protecting maternal parenting time once it’d been eradicated without legal cause stated on the record, let alone proved on any record…

In other words, those “access and visitation” grants aimed at increasing non-custodial parenting time, apparently lost their motivational impact when that non-custodial FATHER time had been increased to 100% and mother’s to “0%.” I had never been offered or encouraged to do supervised visitation to prevent the stealing in the first place, and when it was brought up, a commissioner said “there’s no money for it here..” — AFTER which I realized, well, yes there was, in the form of those grants to the state of California for such supervised visitation and exchange — to protect the children from being stolen, and myself from injury or repeated forced dealings with traumatic situations absent support for them, in the context of known prior domestic violence…

That fall 2009, I also had learned my children had been abandoned by their father (physically and it appears financially) and was dealing with both stalking while attempting to extract information from ANYONE involved on WHEN this occurred (including what month/year) or in what manner (two conflicting versions were presented by the ex-girlfriend and my ex-batterer (husband) and father of two children by then both almost adults, with me.    Abandonment is also a felony, so I was working through both shock and again attempting to speak with law enforcement on this (district attorney’s office, as I had when they were stolen the first time three years earlier).  This went nowhere — other than that in my need to speak to their father for this information, he somehow decided again to claim me “before God” as his wife, resulting in the need to at this low point now deal (again) with the stalking issue — which was terrifying… especially without funds to leave the area even temporarily which was a need.

But that commentary is getting ahead of the subject matter of this section…. Just correlating the State-level developments with my personal timeline developments.  Back to “HighSpeedRail”….


Read it from the HSR.CA.GOV (HSR=”High Speed Rail”) point of view — this is their MOU (Memo of Understanding) which, actually, clarifies that one is a 501©3 and the other a state agency, and that a partnership, this absolutely does not make!.  The signatures of each party are shown — but not dated (so this is probably not an executed copy of any MOU, despite its title page):

CENIC corporation, California Registry of Charitable Trust (search results page)

These sprang from an unusually-named corporate (nonprofit) visitor to the blog, but in general reflect major themes and turning points in U.S. history, i.e., control of access to the internet, and characteristics of the organizations controlling this access.  For the general outline, see my 2017 Table of Contents page, about half-way down, and the bottom section, and the second section of my Oct. 9, 2017 post talking about SIZE STILL MATTERS.  …..

…National LambdaRail was founded in 2003 and in 2004 its national, advanced fiber optic network was completed. In addition to being the first transcontinental, production 10 Gigabit Ethernet network, National LambdaRail was also the first intelligently managed, nationwide peering and transit program focused on research applications.

In 2008, a company named Darkstrand purchased capacity on NLR for commercial use.[1] By the end of the year the Chicago-based company was having trouble raising funding due to the Great Recession.[2] On May 24, 2012 the NLR network operations center services were transferred to the Corporation for Education Network Initiatives in California.[3] In October 2009 Glenn Ricart was named president and CEO.[4] On September 7, 2010 Ricart announced his resignation.[5]

In November 2011 the control of NLR was purchased from its university membership by a billionaire Patrick Soon-Shiong for $100M, who indicated his intention to upgrade NLR infrastructure and repurpose portions of it to support an ambitious healthcare project through NantHealth.[6] The upgrade never took place. NLR ceased operations in March 2014.[7][8][9][10]

Separately, which I know from email news alerts and family court reform advocacy groups’ social media sites, there are also pending “current events” in local (California) “family court reform” news making the rounds which I feel urgent to address in new posts.  I have an idea of a better way to present the situation to people new to it (those familiar with it are welcome to watch from the sidelines, or inbetween rallies, re-blogging, or complaints about the overall injustices in the system, judge by judge or jurisdiction by jurisdiction, something I can’t remember the last time I EVER signed onto that approach as halfway sane, or effective, given the disparate resources….).  Some of that way is blended into this otherwise more anecdotal, expressive post about the personal backdrop to our so-called problem-solving courts.


I keep hoping to squeeze enough blogging and activism in between my own ongoing, though more periodic, life events which have been incited by the systematic disruption of my household, work and relationships through the family court and now, probate court, systems and self-important, self-congratulating, and overlapping circles of well-endowed and court-AND social-service-systems-connected “fauna and flora.”

That is, just as in any domestically violent relationship, while there may be at times a “plateau” between incidents (events), during which not a whole lot can be done to push them forward (whether through availability, regulations, or simply personal stamina), and then, responding to moves the individual (here, me) might make to change the status quo or resolve the conflict — there’s an escalation, or other way in which “power-over” is communicated.  This communication may be first made in private, but sooner or later can be gestured towards (by the abuser) should it go public, “we attempted to communicate with [____].”  Communicate in that context is a euphemism.  Something WAS communicated — message of intent to continue the dynamic was sent-and-received — but it’s not what witnesses or outsiders are, for lack of tangible substance, or facts in context, unable to do anything other than assume might be meant were both parties above-board and honest.   [I don’t know how that last sentence in green may read to others, but I do know what I meant.  There are just multiple layers of meaning, and a style of speaking — which I hate! in trying to actually get down to the facts and resolve the situations — which is more theatre than written communication of important truths.  It’s for show, but only those closest to the situation and “in the know” about the overall pattern of the relationship in question, realize how fake it is.

So, again, stamina, or consequences, etc. I don’t know how much longer this can be kept up, either the personal fight, or the writing.  It worries me, and may be prompting to get what’s done already in order, backed up, and on-line.  And it’s no way to live… with constant risk management while resources are drained, year after year.

2014 February 18 — an update on the nonresponse to HHS grants database going down may help us understand what it means to young people, and their parents, when the mainstream public engages in a universal “Don’t Ask, Don’t Tell” on their own governments operations; after a long day at work and with their family (if they’re lucky) at home, time to “unwind” with mainstream MEDIA information. The problem with this (and I do understand the need to detach and tune out by tuning in some nonsense or entertainment, believe me!) is that we NEVER get around to reading our own government’s operational “annual reports.” If we were invested DIRECTLY in a business, would we not do that? If we were contributing, say, to a nonprofit, might we not occasionally take a look at their tax returns and, as it applies, annual reports also? Let’s try this another way– if we were invested as private shareholders managing our own stuff (or, hiring a trader to) — might we not from time to time read the shareholders’ reports and SEC filings? Or want to get at least a sense of what we’re getting for the money?

My Media/Library Uploads Retrospective– but First, The Context! (Published 11/11/2013). (WordPress-generated, case-sensitive shortlink ends “-23e”) this title & published date added 2019.
To provide generic, one-click access or a drop-down menu to my own Media Library (=things I felt worthwhile enough not to bury in the archives), I have posted here some links to selected posts or uploads from the 4+ years of this blog. (similar, but not identical concept — there’s a long side-bar widget with similar title).

As I tend to combine “reflect and investigate,” this process helped me distill basic language and themes, which are being parsed out to different posts.  I also aim to shorten posts to 5,000-6,000 words (including quotes).  As I was a novice blogger (starting pretty much with this one!) the earlier ones, with so much cut and paste, font-changes and just too much to say (essentially I was learning and posting notes on the entire field, at once) can be hard to handle!

But Summary, First!

I have a lot to say, it has some complexity, and after spending several days on this post (not sure if that meant improving it!) including consistent formatting code issues and revisions, I’m just splitting it in two.  This section’s “show and tell” segments on the economic matters really sets the context for the other links, which are subsidiary.  Each segment is probably about 5,500 words.

However this post still outlines, from better teachers than myself, how anyone can see, and prove from understanding those “Comprehensive Annual Financial Reports”, the accumulated-wealth of our federal AND state governments, the practice of crying “broke” when they aren’t, which then highlights that we have been massively deluded, redirected, and deceived into the process have been believing major lies about the nature, and with this the purpose, of our own government, for decades.  With the exception of those who have been diligently exposing it, which hardly attracts major funding and approval from the engines of commerce that depend on those lies.

Every government (or religion) is going to use propaganda to consolidate and unify people under its umbrella and for its cause.  However some are worse than others, and this one needs to be recognized, and spat out.

ALSO, Unlike many who report, in general on the CAFRs and accumulated wealth factor, I’m also a woman, a mother, an individual — who was dragged with children, then without children, through the court system that’s the subject of this blog.

So I am seeking, and finding, how to apply that knowledge to THIS problem of the courts.  Knowledge of government financing (and how to understand it) is valuable.  It is also leverage with legislators and taxpayers, with policymakers (who set budgets) regarding the courts, and adds credibility to any discussion — even if the person speaking doesn’t work in the academic elite dedicated to these matters.

In investigating these courts, for a change with some better signals and clues (than the DV agencies or “Mothers of Lost Children” “No Way Out But One” and/or Lundy Bancroft [The Batterer as Parent”] and friends crowd was providing) it was immediately obvious the elephant in the family law system was the conciliation courts, who with the related nonprofits, were focused on the were federal incentives, and demands, to states driving the welfare system. Finding this material also sheds lights on how come, if I could (and reported), these individuals didn’t (or didn’t report).

This factor, and the slush fund factors HAS been reported right along — but not well enough publicized or explained enough; apparently the understanding didn’t catch fire and start some appropriate fires to burn up the falsehoods coming from groups who want a piece of the training pie.  One reason it didn’t “catch fire” is so much distracting, less relevant and intentionally de-railing publicity DID catch fire took its place, with a different focus and intent — a focus on the precisely those things which sell causes and get coverage; the story line; the human tragedies, and the victims.  And that’s not the type of reporting that leads to focused understanding of the situation — it’s situational, it’s personal, and it’s transient.

[About 9,500 words.  Like most of my posts, that includes many quotations…  Because I’m also discussing a federal database, it also includes blocks of text (tables) which show definitions of various fields or pieces of data in it.

What I have to say, the “tell” in “Show and Tell,” isn’t the largest part of this post.  Look at what’s shown, much of it become self-evident, (I believe!)

I’m showing (and telling) how HHS, the US agency in place to help Humans be Healthy, isn’t Helping us Track its Grants well enough. [“TAGGS.HHS.gov” ]

Data elements that the users should be able to sort on aren’t even menu choices... and of the fields they CAN sort on, those aren’t always even entered filled in.

I pick on a few examples, including an abstinence/healthy marriage grantee, of course]

Business is Business — and some VERY sophisticated software is available to those doing business with the US Government and those whose functional engineering projects, or fundraising, depends on excellent and relevant, reliable software. At the bottom of the last post, I also clearly showed how fortunes are being made in the field of software platforms to government (and elsewhere), i.e., a prosperous Private Equity Firm in SF investing in several software companies (sometimes, at once) is doing VERY well; they also became the majority shareholder in BlackBaud, Inc. — which provides software Cloudfund raising to nonprofits, including our Minnesota Technical Assistance and Training provider to OVW Grantees (and if anyone else can afford to attend, like a battered woman), Duluth Domestic Abuse Intervention Programs, Inc.(“DAIP”)

[2022 Correction.  I used to get what the “D” stood for in “DAIP” (website, “TheDuluthModel.org”) mixed up.
The correct word is “Domestic” as in “Domestic Abuse” — but it was and is in Duluth, Minnesota.
Blackbaud is an international company whose founder was from the United Kingdom and answered an ad from a New York City school for a software design.  Tony Bakker is majority owner of a Charleston South Carolina soccer team, a real estate investor and “restaurateur,” after buying and restoring a 1760 property in Charleston, sold it for $7.6 million, having found a $5 million property on the waterfront they just couldn’t turn down.
And think about it — HHS and DOJ (Department of Justice) funding to train people how to work with people that batter, people that are being battered, and how to provide supervised visitation services, and to an organization promoting that Community Collective Response (“Coordinated Community Response”) will help stop evil behavior in a community.
In studying further how to do this, one of its sub-projects, the Battered Women’s Justice Project (BWJP) also chose to “collectively” associate with the Association of Family and Conciliation Courts (“AFCC”), an organization of dubious origins in Southern Los Angeles (according to some), which has sought to UNdo the concept of criminal law and replace it with the language of behavioral science, and which promotes a psychological terminology as a legal technique to re-frame children saying “no” to abuse as parental alienation, and which believes that “CONFLICT,” if high, is bad.
They have no conflict, however, with centralized control if it includes them, or includes taking grants to expand their technical capacities or web presence.
MEANWHILE — if the public is expecting representative government still, at this late date — this is what they get:
A database of HHS grants which is incomplete, inaccurate, where entries are inconsistently entered below the level of what basic support staff [in most clerical positions or offices] would accept — and in which one CANNOT sort on the most relevant fields in Advanced Search format.
I have almost never run across someone even LOOKING at this database as a layperson because they were curious about the Department of Health and Human Services’ (US HHS’s) use of its funds (and I’ve talked and corresponded with hundreds of heads of households involved in the courts; funds to the courts are recorded in here! ) who even looks at TAGGS.HHS.GOV unless they got this habit from my blog, or people who associate with Liz Richards’ “national association for family court justice” (website NAFCJ.net) from which I got the idea to look it up (and just kept going….).

Some of these fields are below.  Fiscal Year is shown — but
Appropriation Fiscal Year Fiscal Year of the appropriation used to fund this action. Note: An appropriation is a statute made available by Congress that provides the authority to incur financial obligations and to make payments associated with DHHS grant programs.

The matters in blue remind us that spending isn’t supposed to happen without authorization and appropriation.  Yet look at the “Advanced Search” page and see if you can find those fields.

There’s one link to “Advanced Search” (explore on your own time), and several shortcuts to other menu items, and some pre-planned reports. Yet I found in a general search, there are plenty of grants missing codes — DUNS code, some missing a CFDA Code (plenty missing a principal investigator; do not yet know if these are specifically block grants only).  Of the principal investigators there really ought to be a first name, last name designation [as a separate field] and no title entered unless there’s a designated field “Title.”  that’s BASIC data design, omitted here..

Therefore Principal Investigator’s given names who happen to be M.D. or Ph.D. and could be called “Doctor” properly, would show up alphabetized under “D” not their names. In addition, that could be entered before or after a given name.

Your Money, Their Tax Exemption,

Your Kids Gone (or Abused) courtesy

Your Government.  Your President(s) Promoting it, Too,

Clinton, Bush, Obama, ….???

Name me one that didn’t promote faith, marriage and fatherhood.

Or have a background involving some real estate deals pre-Presidency.

I’ve been looking (too long, probably) at what these organizations do, how they behave, and what the pattern is.  Unilaterally, it’s sickening (i.e., it’s corrupt).  I believe that collectively this is the “air we breathe” and that it gets back to the money system — a dual class cartel being created and expanded, where those closest to the “Court” may save or prosper their own asses — but it will be at the expense of ethics, truth, and others.  This will lead to more bloodshed, as some are going to resist by non-economic means.

All of this may sound complex (particularly as I don’t present it visually in the best manner — I’d be better in a Q&A, or live; and don’t have graphics skills).  But as to concepts, it isn’t.  If you can think conceptually (and surviving depends on more of it these days) — you can understand these concepts.  The thing is, most people’s lives don’t require analyzing so much of their government from top to bottom, while not being IN it or ON it.  Those of us who got so marginalized and don’t like fake answers (hard truths are OK, “Placebo” truths are not) — have been doing so.

THINGS FLOW:  Electricity, water, air (lava, sometimes), sap, blood, lymph (with help), sewage, OK, MILK, semen, right?– and money.

AND – information / IDEAS — in the form of words, sounds, images, smells — almost anything that involves one of the five senses.  This is your:  face to face, and technology over the decades:  Paper (Gutenberg), Radio, Telegraph, and now, The Internet — Social Media — the web.  . .  . . Etc.

(Some — many — also assert that spirit exists, and as such, it’s been compared to:  wind, fire, and water. (“Earth, Wind and Fire?”)

THINGS FLOW — and they flow GEOGRAPHICALLy and CHRONOLOGICALLY.  MONEY FLOWS.   

In a sense, property ownership ALSO “flows” — from one owner to another.

THINGS FLOW — and when they do, there are conduits, surfaces, or carriers (irrigation systems, etc.) through which they flow.  Or seep.  Or, are transmitted.

Extended illustration that WHAT flows, matters.  Maybe some things shouldn’t be:

As they flow, and over time, they sometimes are themselves transformed (water) or transform (give life — or death) to — other things.  Right now in Pennsylvania, there’s the issue of SHALE (“fracking”) which forcibly injects a mixture of liquids (carrying pollutants) to get the desired oil out, I guess.   (see link) Here’s a description which proves that, if you flush something out that wasn’t meant to be flushed — there is a resulting flow of crap, which has to be hauled away.  I seems that presently the Governor of PA (Corbett) is appealing municipalities protests of an unconstitutional (and so ruled, by the Supreme Court of PA) restriction on local municipalities to protest zoning that would — enable this fracking, I think.  What did the GOV do?  Well, the apparatus was already set — there were states’ attorneys, and a (centralized development agency), the OECD, over which he appointed a crony (“walker”) (or, at least donor to his campaign, and with a financial interests in defeating this Ruled-Unconstitutional act.  Power at work…).

Now, what to do with it?  This is about FLOW and just an illustration.  A large one, of course:

Flowback and Brine Treatment in Pennsylvania

Someone may try to convince you that using 6-million gallons of water for fracing one gas well doesn’t amount to a massive amount of water. Even if they are successful in making that argument, the next topic becomes flowback or brineWhat do you do with the crap that comes back out of the ground?

Gas drilling wastewater receives no treatment to remove frac fluids or chlorides, only dilution with treated sewage from this McKeesport Municipal Authority.
The Municipal Authority of McKeesport accepts 80,000 gallons per day, which is then mixed with treated sewage and dumped into the Monongahela River upstream from Pittsburgh. Hawg Hauling is part of Chesapeake Energy.

Somewhere between 20% and 40% of the water used for hydro-fracing a gas well returns to the surface as flowback, and later as produced water. In addition to the frac fluids added by the gas drilling companies, this water picks up other contaminants from deep in the Earth (~ 7,000 feet deep) with one of the most notable ingredients being salt.

Let’s talk about what’s in it: (from same site — just browse…)

These fluids contain sodium and calcium salts, barium, oil, strontium, iron, numerous heavy metals, soap, radiation and other components. This fluid combination becomes brine wastewater, and tanker trucks hauling it are labeled with RESIDUAL WASTE placard. Treated brine is also sold for deicing and other applications that utilize calcium chloride, often being applied to roadways.

Notably, 37% of the chemicals can affect the endocrine system that encompasses multiple organ systems including those critical for normal reproduction and development. Brine wastewater is difficult and expensive to treat, one of the same reasons we aren’t using much ocean water for agriculture and residential applications. The saltiness of this wastewater creates high levels of TDS (total dissoved solids). Incomplete processing of this brine wastewater, especially when dumped into rivers used for drinking water, creates a high TDS situation that causes drinking water treatment plants problems, likeTrihalomethanes. High TDS water reacts with chlorine when it is processed creating these TTHM’s.

Trihalomethanes (THM) are a group of four chemicals that are formed (along with other disinfection byproducts) when chlorine or other disinfectants used to control microbial contaminants in drinking water react with naturally occurring organic and inorganic matter in water. The trihalomethanes are chloroform, bromodi/chloromethane, dibromo/chloromethane, and bromoform (I inserted the “/”s)

That’s sweet, disinfecting with chlorine and other agents creates Chloroform, something used to kill butterflies and sometimes aid in a kidnapping.   

BACK TO TOPIC ABOUT THE FLOW OF IDEAS —

AND WITH THEM, MONEY.  SUCH AS IT IS….

ANOTHER THING THAT SEEMS TO “FLOW” (WITH CERTAIN “CARRIER” ITEMS) IS — POWER.  AND THAT’S WHAT WE NEED TO BE MOST CONCERNED ABOUT, BECAUSE THAT POWER INCLUDES THE POWER TO INCARCERATE, THE THUMBS-UP OR THUMBS-DOWN POWER OF LIFE AND DEATH OVER PEOPLE, OR GROUPS OF PEOPLE.

SOME PEOPLE are just REAL INTENT in consolidating power, and have developed many ways to do so.

In my quest to see why I couldn’t even break a lousy individual (batterer husband) — or my own family off me, I came to understand more and more of these matters affecting the courts, and to understand (I believe) the courts for what they are — gateways to the flow of power DOWNWARDS and not for the right reasons.  I’ve seen enough, and while knowledge is power, it is the delivery system which really counts (which those holding power certainly know) — as well as the MAINTENANCE OF MYTH:

When it comes to MAINTENANCE OF MYtH — there’s nothing like religion + internet.  When it comes to hiding assets, there’s nothing like nonprofits and the internet — and pre-existing institutions.  When it comes to DISTRACTION — there’s nothing like trapping people’s time in a SINGLE system (with captive, so to speak) audiences — rather than understanding how systems interact with each other.

As we speak, I have been accumulating layers (weaving, as it were) of understanding of various threads.  ALL of those threads lead to distribution of money and bring up the question of the IRS.  This brings up the question of whose bright idea it, and the Federal Reserve, and so many other coordinated things that they absolutely do comprise a FABRIC with a certain MODEL that is being (has been) stretched over the U.S. over time.

The CORE of this model is — I’m sure of it now — ECONOMIC

It is the centralization of wealth (as opposed to “money”)

with frightening systems of control, destruction, incarceration, potential forced psychiatric drugging, or simply peddling of narcotics (in addition to the drugging of kids in foster care — or schools — to control them, as well as the elderly, as well as the mentally unstable, as well as the . . . (get it?)  )

we have become also accustomed (too many of us) to believe that DOLLARS are MONEY —

when Dollars are NOT real money– Dollars are Debt-Notes.  

They might as well be play-dough.

And too many legislators have a dual allegiance — one of which is in the Vatican.

The others which say they aren’t Catholic have forgotten that George W. Bush has been called a better Catholic the John F. Kennedy.  JFK actually had a fight with his conscience where faith fought his oath as President of the United States to uphold and defend the Constitution.

I don’t think the former Presidential contestant, Rick Santorum (nor, Michelle Bachmann)

would have had such troubling thoughts as a conscience of the law of the land might give.

They do seem to center geographically on Washington, D.C. (and historically so), with of course hot spots in various states where certain (nonprofit trade associations) have coalesced.  Like, Denver, or Chicago — or some in California (Los Angeles, San Diego, San Francisco).  In the middle of the country, Minnesota (out of all places) has been a hotspot of “DV” activity.   Wisconsin seems to have been a test state almost, for welfare reform (Tommy Thompson, etc.) and is the home state of this “AFCC” I keep talking about. . . . . .  Indiana, Kansas, Oklahoma are — well, what they are (very “fatherhood” friendly).  Don’t ask me why NY comes to mind in this area — but it doesn’t.

LET’s CHANGE GEARS:

This blog has been “FAMILY COURT” focused (for its duration).  However, as I kept pulling strands like this — ON MARRIAGE AND FAITH-BASED GRANTEES, SET UP BY HHS COMPASSION GRANTS, MARKETING MATERIALS FROM “SMARTMARRIAGE.COM” CONFERENCEES, DIVERTING FUNDS FROM WELFARE (NEEDY, OFTEN SINGLE-MOTHER HOUSEHOLDS) TO END UP IN PROGRAM HANDS, AS THE “LOW-INCOME” POPULATION STAY THAT WAY — BUT AT LEAST HAVE THE PRIVILEGE OF BECOMING PART OF A SOCIAL SCIENCE ENGINEERING TEST RUN, IN ASSOCIATION WITH COGNITIVE BEHAVIORAL MODIFICATION INSTITUTES ACROSS THE UNIVERSITY “CENTERS OF EXCELLENCE” LAND, INCLUDING IN GEORGIA, DENVER, AND ELSEWHERE: **

I kept running smack into the problem that, the problem is the dual class system set up by Nonprofit status, to start with.  Nonprofits form boards, have salaries paid, either do (which = prosperity) sell out to HHS policy (which is itself blended with corporate wealth, see GWBush, already) — or go the private foundation route (i.e., PRIVATE wealth) — and from that platform, go about attempting to restructure the entire PUBLIC institution infrastructure, for its own good (as defined by the privately-founded wealth) etc.   Roughly speaking, this might be called — and was exemplified by, the Robert Rectors (Heritage Foundation — i.e., just let us BE the United States Government, after all, we already know how to run things) versus the Peter Edelmans (Georgetown Law, and with the proven track record in Civil Rights, and in association with Children’s Defense Fund, see (his wife), Marian Wright Edelman, who are — let us FIX the United States Government — and by the way, we are taking private wealth.

What about people whose goal is NOT world change (“OUR version, for everyone — not THEIR version, for everyone), but, supporting ourselves and our families, staying active in our communities, and having time left to sleep — plus food to eat?   Suppose we are happy within normal spheres of endeavor — we may want to travel some around the globe, but are not invested in owning and running it?

If I had to go to dinner with one of the two, I’d pick the Edelmans any day, but I do not endorse either of their policies; both are “change agents” and believe that their collective personal vision should be inflicted on future generations, whereas, I’m a single mother (or was), and have daughters — and just don’t happen to agree.   Why?  Because there’s such a thing as too much “SYSTEM.”  Whoever runs a system for the nation, controls the nation — and a lot of its funding.  And the public school system is similar to the family law system.  They’re both here, feed on each other, and put IDEAS (not just people) in boxes, demand payment from someone else for doing this, but when it comes to FENCES (regulations on the administrators of the system), then the parents and nonparents supporting these systems — are FENCED out. See “metal detectors” and “lockdown.”  I cannot think of a more overt collective attack on this country than those two systems, combined, have done to its children — and with the children, the parents who actually DO care about them, but must fight the government for access to their own kids, or a relationship with them.

In short, I don’t believe in nationwide SYSTEMS, period, except where absolutely essential.  I say that having (sort of) survived an abusive “nuclear family” system and am still reeling from the extended family (plus friends) GANG simply because my children were wonderful (and irresistible), and, can you spell, “the love of money”?   I believe this is what middle-aged people (both genders) do when their own (professionally OK, or even successful) lives are simply boring, unrewarding, or meaningless.

(SO, that long link above link is to a topic on Scranton PT which has a recent dredging of the marriage- and faith-based shell corps (and resulting headlines about their various frauds) AND shows how a major community change initiative by Saul Alinsky (Industrial Areas Foundation — now based out of Grace Episcopal in Chicago) (a) worked and (b) morphed from “using” the access to people that churches represented, to strengthening churches AS institutions and centers for receiving (federal) grants to change communities.  It seems the HHS was fine with that — and somehow money is getting lost in the process.

CHURCHES COMMUNITY CHANGE AGENTS WITH CONTROL-CENTRAL:

A few of the posts (on that topic & forum) also uncovered in the process a COPYCAT of the Industrial Areas Foundation adapted to Christianity — or at least the veneer of churchianity — apparently some woman was overly impressed by some man who (it turned out) had himself been through PICO training.  What “PICO” is appears to be a recruiting process — an organization trawls locally for leadership material and then recruits them into separate membership which becomes a “change agent” and then that local leaders goes forth and conquers. . . . . . . .  I guess this is an alternative to normal judicial & legislative processes, perhaps….  (A SAMPLE COMMENT)

Here’s re: PICO, allegedly modeled after Saul Alinksy ideas and around neighborhood organizing.  Apparently neighborhoods now being more fractured, they headed for the churches (ca. 1980s). Interesting and relevant from wikipedia.  PICO (Pacific Institute for Community Organizing) started in Oakland, CA  1972, by a Jesuit priest, John Bauman

PICO National Network provides training and consultation and develops national strategy for its affiliated congregation-based community organizations. As of 2007 PICO had 53 local and regional affiliates, representing 150 cities in 17 states, with 1000 member institutions claiming to represent a million people.[1] It is also involved with organizing and training efforts in six countries of Central America and Rwanda in Africa

PICO conducts six-day national leadership development seminars four times a year, teaching the theory and practice of congregation-based organizing. Each year an additional seminar is presented in Spanish. Local affiliates also provide members and leaders with training on building and sustaining strong organizations, identifying potential leaders through one-on-one relational meetings, researching community issues, developing budgets, and working with public officials.[11]

PICO leader attracted to ideas of Saul Alinksy, i.e. incl.  Alinsky’s tactics were often unorthodox. In Rules for Radicals Alinsky wrote, “[t]he job of the organizer is to maneuver and bait the establishment so that it will publicly attack him as a ‘dangerous enemy.'” According to Alinsky, “the hysterical instant reaction of the establishment [will] not only validate [the organizer’s] credentials of competency but also ensure automatic popular invitation.”[8]

PICO is basically community organizing to solve the world’s (i.e., it mentions urban, suburban and rural) projects — with connections to Central America and Rwanda…

In PICO’s congregation-community model, congregations of all denominations and faiths serve as the institutional base for community organizations. Rather than bring people together simply based on common issues like housing or education, the faith-based or broad-based organizing model makes values and relationships the glue that holds organizations together.

REGARDING the North County Sponsoring Committee (aka Faith Works) — it’s basically a PICO affiliate.

FROM 2002 return, its nonprofit purpose is to provide leadership training:

To strengthen North San Diego County families and communities by assisting religious congregations and other community groups in the development of leadership that is educated and organized for effective participation in civic life

No officers paid yet, and no employees.  Largest expense under “other” includes PICO consulting fee:  $14,675, plus training fees and training mileage:

This is fascinating — but mostly in its context, which I realize you are not, just now.

There has to be a way to check facts and assemble a workable theory that doesn’t entail slavery for most and freedom for some.  That alone is an ECONOMIC matter, a COMMERCE matter, and as such, has to be dealt with — what are these courts really for?  We can say “kids for cash” and “stop child-trafficking” til we are blue in the face, but sooner or later such things as the murder/suicide of Georgia Senator Nancy Schaeffer and her husband — which was most likely NOT anything close to a murder/suicide — have to be dealt with
