What is Will McCants’ specialty? Brookings “Experts” pages tells me he has a doctorate from Princeton, and his first book (which I’d like to read) was published, courtesy Princeton, in 2011. Sounds highly academically qualified…and looks still young.

…From 2009 to 2011, McCants served as a U.S. State Department senior adviser for countering violent extremism. He has also held positions as program manager of the Minerva Initiative for the Department of Defense; an analyst at the Institute for Defense Analyses, the Center for Naval Analyses, and SAIC; and a fellow at West Point’s Combating Terrorism Center. He is the author of “The ISIS Apocalypse: The History, Strategy, and Doomsday Vision of the Islamic State” (St. Martin’s Press, 2015).

McCants is the founder of Jihadica.com, an academic group blog focused on the global jihadi movement. The blog has been featured on the cover of The New York Times, and described by Wired magazine’s Danger Room as “the gold standard in militant studies.” In 2011 and 2012, he was named by Foreign Policy magazine as one of its FP’s Top 100 “Twitterati.”

McCants is the author of numerous articles on Islamist politics and terrorism, including the headlining article of Foreign Affairs’ 9/11 Tenth Anniversary Edition. He also edited the Militant Ideology Atlas, which identified the key ideologues in the global jihadi movement, and also translated, from Arabic into English, a book written by an al-Qaida strategist. Much of his current writing is devoted to Salafi parliamentary politics in the aftermath of the Arab Spring.

His first book, “Founding Gods, Inventing Nations: Conquest and Culture Myths from Antiquity to Islam” (Princeton University Press, 2011), traces the history of cultural debate in the Middle East after the Greeks, Romans and Arabs conquered the region. He is also working on a book about the scriptural history of the Quran.

McCants has a doctorate from Princeton University and has lived in Israel, Egypt, and Lebanon.

DNK “Lander University” so looked it up to find South Carolina’s second-smallest public-funded baccalaureate university. Wiki says, started –for “females” in the 1800s by a Methodist clergyman, and did not admit men until 1943 (!!). It was at one point taken over by a nonprofit “lander foundation”, then a County, and finally the state got involved.

It remained a women’s college until 1943 when men were first admitted.

In 1948, when the Methodist Conference, pursuant to a policy of consolidation of its education efforts decided to end support of Lander College, interested citizens of Greenwood formed the Lander Foundation as a non-profit corporation and leased the College from the Church.

In 1951, the Greenwood County obtained the College name and property from the Methodist Conference. The South Carolina General Assembly created the Greenwood County Education Commission, known as the Lander Foundation, to serve as the board of control of the College. Lander thus became the only four-year liberal arts college in the United States to be controlled and financed by a county government.

In 1973, Lander College became a state-supported college and in 1992 its name was changed to Lander University. The institution is now completely co-educational. {{About 2,700 students, it says}}

Next quote is from another event listed on the same general page. However, it doesn’t have that much information, and recommends people “join the conversation on Twitter” (#CVE). The “more Information” link on the page doesn’t work.

The recent deadly attacks on the Charlie Hebdo offices and the Jewish market in Paris were sharp reminders of the continuing threat of violent extremism in the West. Judge orders study of terror defendants before sentencing

A federal judge presiding over the cases of several men accused of plotting to join the terror group ISIS is launching the first steps of a de-radicalization program for four men who pleaded guilty.

Abdullahi Yusuf, Hanad Musse, Zacharia Abdurahman and Abdirizak Mohamed Warsame will be placed in an intervention study program led by the U.S. Probation Office for the District of Minnesota, which will contract with the German Institute on Radicalization and De‐radicalization Studies.

U.S. District Judge Michael J. Davis flew to Germany in December to meet with Daniel Koehler, director of the institute, who will carry out the individual risk assessments and provide a written report about his findings and recommendations to the court.

“We’re setting up the first program in the country. And it’s baby steps. And you can see — we tried to find the best expert possible to help us,” Davis said. “As you know these cases go on for a long period of time and we can do a lot while they are sitting in jail.”

Koehler, who will visit Minnesota in April, will evaluate the four defendants who pleaded guilty and also train a team from the U.S. Probation Office.

The “Terrorism Disengagement and Deradicalization Program” will identify the individual driving factors of radicalization, according to court documents filed Wednesday morning.

You can just about visualize the similarity between “batterers’ intervention” classes — except that the (incidentally half Princeton-educated) expert was flown in from Germany. Notice also the timing of Feb. 2015 mentioned for starting this:

The German Institute on Radicalization and De‐radicalization Studies will come up with a “recommended disengagement and de‐radicalization intervention program tailored to the individual defendant’s circumstances and underlying radicalization factors.”

In a briefing with reporters, Davis said recommendations and assessments from the study are intended to help him make sentencing decisions as he assesses whether an individual is open to treatment

That is “GIRDS!”

There’s no guarantee that interventions programs will work, Koehler said, and the only thing he can do is assess the four defendants and “explain what I think is the reasons for the radicalizations and what I think could work in terms of de-radicalizations.”

“Luckily, I can pass that it on to judge Davis to work out what to do with it,” he said.

Davis said this new program is different from the Countering Violent Terrorism (CVE) program launched by the U.S. Justice Department in 2014 in Minneapolis, Los Angeles and Boston. Some Minnesota Muslims have questioned the CVE’s intent and raised concerns that it’s simply a way to gather intelligence.

The CVE program is locally known as Building Community Resilience and is spearheaded by the U.S. Attorney for Minnesota Andrew Luger, who said in a statement that he supports the court’s efforts.

“I am fully supportive of the court’s new initiative to rehabilitate those who have pled guilty to terrorism related crimes,” U.S. Attorney Andrew M. Luger said. “Our office looks forward to working with the community, the families of the defendants and experts to assist in ending terror recruiting in Minnesota. This program is one important step to address terror recruiting by assisting those who want to reject the call of ISIL.”

Brookings’ previous and long-standing influence on domestic SOCIAL (HHS-driven especially) policy regarding family counseling, welfare, fatherhood promotion and marriage is well-known in these circles, to have granted Ron Haskins an extraordinarily loud, privileged, and multi-dimensional megaphone through the “Center for Families and Children” which, incidentally, started up in 2001, putting it about the time of as I recall 9/11 and Homeland Security as a major front-page issue nationally.

You may notice names such as Ben Bernanke, Arne Duncan, and several others. Here’s Ron Haskins and Isabel Sawhill both bios and work histories which I recommend and exhort people to become aware of and consider. Many are “Nonresident” senior fellows. Of those who formerly worked for government, but now are pulling salaries from either Brookings alone, or Brookings AND elsewhere, this would then be in addition to their public pensions….

So, would those people drawing public pensions as former civil servants, and with all the prestige and connections, be likely to reveal where the federal government, state governments, or county governments MIGHT JUST be through sequestering the budget, stockpiling assets and doing exactly as Walter Burien (and others reporting on the CAFR) have been documenting for years — government entities (thousands nationwide) stockpiling income-producing assets, which these government entities own — and then hitting up the public to pay off the debt for them.

….. Judging by Haskins’ and Sawhills’ writings — NO. Don’t bite the hands (plural) that feed you.

WHAT THE IRS FORMS TELL — mostly, that BROOKINGS is PRIVATELY FUNDED, MOSTLY, and (2) EXPANDING ITS OWN “STOCKPILE” (endowments, investments) while holding onto a $39M tax-exempt bond from Washington D.C. (dated 2009), and expanding its states in which it, apparently, solicits more contributions.

The Brookings Institution is an “*.EDU” and not a “*.ORG” although it’s marked 501©3. It was founded in 1939, i.e., right before the US entered World War II, and as you can see is showing total assets about ½ BILLION at this point. A look at its tax return 2014 Part I ($349M Gross Receipts, but about ⅓ of that only Program-related), Part VIII (Revenues — mostly private donations, but $10M through sale of $252M (or so) of Securities) and Part X (Balance Sheets, showing Beginning vs. End of Year Assets / Liabilities / Balances in two page-long columns) shows on Lines 11 & 12 that apparently around $100M was moved from “Other Securities” into “Public-Traded Securities” where $318M of the total assets (Gross) of $496M sits. They have an endowment fund — significant — and also future pledges, savings, and cash — and plenty of it.

For a relative size comparison (for example, even of Page 1 — but I also recommend of pages 11 (Parts X) or 9 (Part VIII-Revenues), here’s for Fiscal Year 2008. Any earlier, and the tax return form is different, not showing “Current/Prior Year” or certain header information on its page 1). The FY2008 shows about HALF the gross receipts of only six years later. If you’re willing to scroll through, although Ron Haskins does NOT show as Senior Fellow (which is odd), Isabel V. Sawhill (who co-directs a center with him) does, at a salary of around $153K. Rebecca M. Blank (also well-known in these policies circles) had a salary of over $200K. The primary funder is private donations.

Back then, and now, they also had a significant endowment, and a tax-exempt bond (producing income for which it was not taxed) of $39 million dollars.

A few points (oddities?) — between 2012 and 2013 Fiscal Year (2014 isn’t shown yet above), Speaking of Part X, Lines 11 & 12 — you can see they INCREASED (moved) by almost $40M — from $184M to $212M into Line 12, “investments — other securities” but the next year, took around $100M of that and moved it back into “Public Traded” (Line 11), leaving only about $9.5K (barely anything) in the “Other Category. I’ve included another young woman, however, the third woman, “The Right Honorable Hazel Blears” has significant legislative and government experience in Great Britain. Please note from her bio blurb, there is a UK government “Secretary of State for Communities and Local Government,” which shows a more direct connection to Strong Cities concept….

I ran across this about a year ago, and realized the US is copying this British practice of undermining the State control and attempting to get direct Central government relations to local communities. On follow up of the current inhabitant of this particular Office in the “DEPARTMENT FOR COMMUNITIES AND LOCAL GOVERNMENT” appointed July 14, 2016 — in the administration change immediately post-Brexit (i.e., after Prime Minister Theresa May replaced Prime Minister David Cameron after the June 23? referendum in which Britain said, “We Want Out!”), I learned yet more about just how British President Obama (not that former Presidents Clinton or Bush also weren’t so-inclined) when connecting the “London Early Years Foundation” (One of his wiki links) to the “Social Impact Finance” model imported to the US from Great Britain, and in Great Britain, directly connected to, first the Treasury (i.e., “the Crown”) and the “G8”, i.e., the eight “developed nations” whose GDP represents (at the point I read) about 50% of the global GDP.

From J.J. MacNab’s presence on this (recently formed) Center, we can see that no matter how much the talk is of Islamist Terrorism, the ultimate goal is ANYONE who might be challenging government — although in this country, that’s supposed to be a basic, understood premise, as the original colonists challenged domination by the British monarch so long ago….

J.J. MacNab is one of the nation’s leading experts on Sovereign Citizens, Tax Protesters, U.S. paramilitary militia groups, and related anti-government extremist organizations. MacNab received her Bachelors in International Relations from the University of California at Berkeley. She has testified before the U.S. Senate and other governmental agencies on subjects ranging from the growth of extremists groups to the financial scams used to recruit new members to these groups. MacNab writes a regular column on the subject of anti-government extremism at Forbes. She has appeared as an expert on CBS 60 Minutes, CNN, NBC Nightly News, ABC World News, NPR, and on numerous other television news and radio shows. In 2005 The Wall Street Journal published a front-page profile on her tax protest movement research. She has been featured in three documentaries on the subject of domestic terrorism in the United States and Canada. … MacNab is the author of the forthcoming book, “The Seditionists: Inside the Explosive World of Anti-Government Extremism in America,” scheduled to be published in late 2015 by Palgrave Macmillan. The book takes readers deep into the movement, including its racist history, recent growth, and factors that drive members towards violence. In addition to her research and writing, MacNab works as a consultant for various federal, state, and local regulatory and law enforcement agencies. She travels around the United States and Canada, teaching at law enforcement, judicial, and legal conferences….

Dina al-Rafaie (image and caption to right) of this center is a PhD Candidate in Zurich, was born in Qatar to Egyptian parents, then after education at University of Cairo, went to Germany/Munich. I can see the qualifications — and that she has no particular connection to the United States by work (except if this is a paid position) or education, or having lived here).

Dina al Raffie is a Ph.D candidate at the University of Zurich researching nonviolent drivers of radicalization into violent Islamic extremism. Born in Qatar to Egyptian parents, al Raffie studied strategic management at the German University in Cairo and then earned a Masters in International Security Studies from the University of the German Federal Armed Forces in Munich. Having lived in Europe since 2010, al Raffie conducts firsthand research in radical Islamist political ideology in non-Muslim majority countries, particularly secular democracies. Her research has explored the impact of nonviolent radical Islamist narratives on religious identity in Europe and questioned common standards for assessing de-radicalization. Her work also examines social and identity dynamics of radicalization, countering violent extremism, and the role of women in terrorist organizations. …(more credits….) Al Raffie’s work with the Program on Extremism at George Washington University focuses on identifying factors that create an environment conducive to violence and extremism and the radicalization of females. [That would be, women — or women & girls — they’re referring to?, or does this include “females” of other species???]

In addition to the articles on Munich terrorism, Syrian Migrant Crisis, in particular a May 2, 2016 address “The Islamic State -a Global Threat” address by an American Ambassador seems to have had two types of recommendations that caught my eye and inspired a further look:

Only the City of Dresden was a member of Strong Cities. It was suggested others may want to join. (Munich was not…)
It seems that some similar tactics that the US might be using to counter Domestic Violence & Battering are suggested for use in Germany, under different names and forms, and public/private partnerships with “family counseling,” Which brought up some new-to-me group or government entity names (like “BAMF” or those in the paragraph below)., but somewhat familiar concepts: the public/private partnerships will take care of this by outreach to just about everyone.

Christianne Boudreau is founder of the Hayat Canada Family Support organization and active participant in the Extreme Dialogue educational program. As a mother personally affected by the impact of violent radicalization processes in her own family she decided to give her own experiences a voice and step forward for other families sharing similar problems. Christianne has been featured in international media on various topics related to prevention and intervention with violent radicalization and is now counselling other families. She is also coordinates the mothers network “Mothers for Life” with Daniel Koehler of GIRDS, which brings together mothers of radicalized jihadis, to give them a stronger voice globally through active initiatives and events. Christianne continues to speak and present at various international events to create a humanistic understanding and the importance of support and understanding for the families affected.

Boudreau’s son Damien was radicalized in Canada? and killed in fighting for ISIS. She eventually connected with a woman from France who had undergone something similar. The term “Hayat” however was from Germany; so the Canadian mother forms a chapter of the German group:

Canadian-born Muslim convert Damian Clairmont left Calgary in 2012 for Syria, where he was killed while fighting with ISIS.

The mother of Damian Clairmont, a Calgary man who in January died fighting with ISIS in Syria, says she’s tired of waiting for Canada to take action on de-radicalization. She is starting her own program for families of Canadian jihadis so other mothers don’t lose their sons to the clutches of extremism.

“It’s a lot to take on, but I don’t know what else to do,” Christianne Boudreau said.

The pair {{Mother from France who lost TWO sons, one as a suicide-bomber, to ISIS, and Canadian mother}} decided to form an international mothers group, determined that there must be a way to intervene and stop the radicalization process before it’s too late. They are sharing best practices as they find them and are both poking at their respective governments to step up.

Christianne Boudreau met Dominique Bons, whose son also died fighting with ISIS, in Toulouse, France. The pair are forming an international mothers group to help families intervene and stop the radicalization process. (CBC)

Boudreau has also set her sights on establishing the Canadian chapter of a German group called Hayat. That means “life” in Arabic, and its aim is to work with families to help de-radicalize young men and women.

Hayat is an offshoot of a German organization called “Exit,” which has had good success in deprogramming neo-Nazis as if plucking them from a cult. Hayat adopts similar methodology and applies it to dealing with militant Islamists.

After meeting with its organizers in Berlin, Boudreau came away convinced that with the right funding and staff, a Hayat chapter could make a difference in Canada.

This part MAY sound familiar to people studying family court programming in the USA _- just change a few of the terms, right?:

Saudi Arabia has one of the most successful program[s], focusing mostly on religious re-education and nurturing a family support system. Having said that, Canada would have to adopt a system that fit with the Canadian way of life, which is by far more ‘Westernized’ than Saudi Arabia. Denmark created a superb program for returning fighters. CNN has published an article about that program: “Here’s how the program works: Any returning fighter is eligible for help getting a job, a house, an education, and psychological counseling — just like any other Danish citizen. Those returning must be screened by police, and anyone found to have committed a crime will be put through the courts and possibly prison.” The program has been pretty effective and mostly called a crime prevention program with a focus on jihadis. Canada could study this program and create his own based on the effectiveness of the Danish program.

Sound a little bit like Prisoner-Re-Entry under “Responsible Fatherhood” programs, HHS-sponsored, in the USA?

The National Council of Canadian Muslims and the Islamic Social Services Association wrote a handbook called: United Against Terrorism, challenging extremist messages of violence through the Quran and Prophet Muhammad’s teachings. The Royal Canadian Mounted Police (RCMP) was also a partner in the booklet but pulled its support from it due to an “adversarial tone.” In fact the CBC wrote that a RCMP statement stated: “After a final review of the handbook, the RCMP could not support the adversarial tone set by elements of the booklet and therefore directed RCMP Manitoba not to proceed with this initiative,” the statement said.

However, Andrew Swan, the Manitoba’s Justice Minister fully supports the initiative and was even present at the launch. As a matter of fact, he told the media: “I’ve had a look at the booklet, and again, it’s in many ways very similar to the way we’ve tried to make parents and communities aware of the risk of gangs.”

Granting the benefits of such a booklet, the real deradicalization programs are run by the local Mosques. It is through the teaching and hadith that we can achieve a successful program. While the Government has to offer both its help and support, it is the Imam’s job to successfully run a deradicalization program in his community and be on the lookout for the first signs of radicalization.

Wow. Reminds me of the domestic violence community (many of whom are not religious at all) reaching out to “faith-based leaders” and offering them to oversee protecting (women and children primarily) in their communities from violence, and to set a “line in the sand” on this as preachers, pastors, and rabbis (and imams)… As a survivor of CHRISTIAN religious-“based” (rationalized) DV, and knowing just about how that works (at least two decades of exposure, not just from one place) — this is a really frightening concept. Those same faith-leaders are the ones who for so long were facilitating the abuse…. and/or participating at times….

A great example is Mohammed Shaikh, director of the Masjid el Noor mosque in Toronto. Mr. Shaikh is the father of Mubin Shaikh, whose work contributed to the imprisonment of 18 convicted terrorist – most commonly known as the Toronto 18.

The radicalization of Canadian Muslims is a priority issue in today’s world. A good part of the problem comes from radical Islamic scholars who are actively spreading the wrong messages. Initiative such as the ‘Detox’ program will greatly strengthen the message against the radicalization of Muslims in Canada, and should be adopted by all true Muslims.

Just one more reference shows how Daniel Koehler (referenced in the Ambassador’s speech re: Global Threat: Islamaic State) fits with GIRDS (he apparently directs it). The website itself noticeably lacks an “About Us” page or any identification with a nonprofit charity, or a geographic location. It’s just “up there” like a blog, but calling itself an Institute.

THIS is regarding an “application” of Mr. Koehler’s “Risk Assessment” on a Minneapolis Probation situation!

Detainee Assessment and Deradicalization Trainings for Probation Staff in the United States (found at “GIRDS/Projects”)

On March 2, 2016 District Judge Michael Davis of the Federal Court in Minneapolis ordered the risk and deradicalization assessment for four detainees who wanted to travel to Syria and join the “Islamic State”. For this assessment Judge Davis requested the services of GIRDS Director Daniel Koehler, who is one of the world’s most recognized experts in this field. In addition to the assessment Judge Davis asked Mr. Koehler to provide unique training for probation officers in order to design a new deradicalization program in Minnesota, which has seen the highest number of foreign fighter related cases in the United States.

This approach is the first time in the history of the United States and will introduce a complete new strategy in dealing with home-grown radicalization with the assistance of GIRDS. Our experts will be deeply involved in designing and implementing the program, as German expertise on the field of deradicalization has been made internationally recognized by the work of GIRDS and other organizations. …

And on “GIRDS Staff”, Daniel Koehler, we see a young man (still) with primary education Princeton/ and “Free University Berlin” who pretty quickly figured out the market niche (family counseling for deradicalization), got honors and positions back home (George Washington University) and has been going about at a WHOLE different level from, say, AFCC professionals doing basically similar things, only not regarding “deradicalization”….

Christiane Boudreau also shows as staff. Also like some in the family court reform movement we have men using women as avenues to get to the potential clients, i.e., “Mothers for Life.”

OK, so CCHS was established only last December (2015) — it’s at a university, but already has a “Corporate Membership Program” (Kind of reminds me of that NGA- Center for Best Practices, or the NGLA’s “Corporate Fellows” program also, the latter you can read about on my “Table of Contents” page under “Council of State Governments.”

Program on Extremism is a separate tab on the main website, differentiated from the PROJECTS. This Program On Extremism seems a smaller unit on there with its own “TEAM” (four people — one woman, educated and working primarily in England, on Radicalization of women), FELLOWS (the 10 I referred to of which Koehler is one), “ISIS in AMERICA” link, etc.)

It’s just a “Think and Do Tank,” that’s all ….. based in Washington D.C…. with Board, Staff, Senior Fellows, Projects, Task Forces, Members… and maybe some Interns…

[Wiki says] The Right Honorable Sajid Javid is British-born (1969) of Pakistani parents, British-educated through college (graduation 1991), after which he joined the conservative party (and campaigned against the Brits joining the EU Exchange rate), immediately joined Chase Manhattan Bank in NY (many years in South America), back to England 2000, joined Deutsche Bank in 2004 (time in Singapore and further leadership positions in Emerging Markets, etc.) and returning to England in 2009 just in time to do politics and in Feb. 2010 win an election to become an MP (Member of Parliament) for “Bromsgrove,” when the former member, a woman, resigned over expense scandals. His education was through a Technical College, not the “Oxford, Cambridge” elitist route. Unsurprisingly, particularly with the banking background, he has ended up in government, and being profiled as a new-generation conservative.

That “LONDON EARLY YEARS FOUNDATION” (‘LEYF”) which, unlike more normal words that Wiki tends to hyperlink to) caught my attention and has connected some of the dots in a topic of ongoing concern to me, the involvement with Americorps (Basically “CNCS”) with the pushing of “Social Impact Funding.”
